About the City Clerk's Office

The City Clerk profession is one of the oldest in local government.  The City Clerk's role is to ensure proper process and open, transparent government.  As the first and most direct link between residents & government, administrative duties are dictated by law or statute and include some of the most basic services.

The City Clerk's Office is the Official Keeper of Records.  In general, the Clerk's Office maintains official records such as City Council Minutes, Ordinances, and Resolutions.  It is the function of the Clerk's office to attest to all laws enacted by the City Council. Also the retaining of historical records, contracts and agreements, bids, deeds, maps, and various licenses.  

The City Clerk's Office coordinates requests for records in accordance with the Kansas Open Records Act and provides a city Open Records Request Form.

The City Clerk’s Office handles important, confidential documents that relate to city policy and collaborates with the City Administrator in order to carry out the goals set by the City Council.

The Baldwin City Clerk also serves as the Freedom of Information Officer.

(a)      City Clerk - All public records kept and maintained in the city clerk's office and all other public records not provided for elsewhere in this section.

(b)     City Treasurer - All public records not on file in the office of the city clerk and kept and maintained in the city treasurer's office.

(c)      Chief of Police - All public records not on file in the office of the city clerk and kept and maintained in the city police department.

(d)     Fire Chief - All public records not on file in the office of the city clerk and kept and maintained in the city fire department.

(e)      City Attorney - All public records not on file in the office of the city clerk and kept and maintained in the city attorney's office.

(f)      Clerk of the Municipal Court - All public records not on file in the office of the city clerk and kept and maintained in the municipal court.
